Just what impact a late filing by the Town of Cochrane will have upon its dispute with Rocky View County (RVC) over the Glenbow Ranch Area Structure Plan (ASP) will be discussed on Oct. 18.

In a Sept. 26 letter to the town, RVC and the City of Calgary, the Municipal Government Board (MGB) says the appeal application and statutory declaration may have been filed out of time. It was required to be submitted by Aug. 24 but was received Aug. 25.

"Under Rule 8.1(g) of the MGB's Intermunicipal Dispute Procedure Rules, the matter of timing will be referred to the hearing panel on October 18, 2017," states the letter from Cindy Miller, MGB case manager for intermunicipal disputes.

Nonetheless, all three municipalities are being told they should be prepared to discuss submissions and exchange timelines prior to the scheduled Oct. 18 hearing.

Both the town and RVC are gearing up for mediation on the RVC's Glenbow Ranch ASP, adopted in July. The town's concerns centre upon increased traffic flow along Hwy. 1A west to Cochrane, pressure on services it provides to county residents and the impact upon future water licences the town will be pursuing.

Should the appeal proceed it will be after the municipal election and the new town council is scheduled to receive a briefing on Nov. 14.
